1. Submission of Admission Form and Examination Fee

1.1 Regular Candidates

All students enrolled in an affiliated institution and already registered with the concerned Board are required to:

  • Submit their examination admission form on the prescribed format
  • Pay the prescribed examination fee
  • Apply through the Head of their institution
  • Ensure that the complete application reaches the Board within the officially notified schedule

Incomplete or late submissions may lead to penalties or rejection.

1.2 Ex/Private Candidates

Candidates appearing as Ex or Private must:

  • Submit the admission form on the prescribed format
  • Get the form attested by a Government officer (BPS-17 or above) from the Education Department or Armed Forces
  • Additionally, have the form verified by the Head of an affiliated institution
  • Deposit the prescribed examination fee within the dates announced by the Board

Applications that are incomplete or improperly attested are liable to be rejected.

1.3 Submission by Post

Institutions or candidates sending admission forms via courier or postal service must dispatch them at least three days before the last date fixed by the Board. This precaution helps avoid:

  • Late fee penalties
  • Delays due to postal issues
  • Rejection of admission forms

1.4 Special Provision for Late Declaration of Result

If a candidate’s result is declared after the last date for submission of admission forms, no late fee will be charged provided that:

  • The admission form and fee reach the Board within 15 days of result declaration
  • The submission is made before the commencement of the intended examination

1.5 Fee Requirements and Short Payment

  • An admission form will be accepted only if the full prescribed fee is deposited
  • In case of short payment, the form will be provisionally held and accepted only after the remaining amount is deposited, according to the Board’s notified schedule

1.6 Mandatory Registration Number

No admission form of a regular candidate will be entertained without a valid Registration Number. Students must ensure their registration status well before applying for examinations.

1.7 Fee for Foreign National Students

Foreign nationals studying in Board-affiliated institutions within Pakistan are charged the same examination fee as overseas Pakistani institution candidates.

1.8 Late Admission with Penalty

  • Admission forms may be submitted up to 10 working days before the start of examinations with a daily penalty, even after the quadruple fee period
  • Beyond this deadline, only hardship cases are considered, subject to:
    • Submission of a special late admission proforma
    • Payment of the prescribed hardship fee
    • Fulfilment of Board requirements

2. Change of Elective Subject, Group, or Category

2.1 General Permission

Both regular and private candidates are allowed to change their elective subjects or group only once, strictly in accordance with the prescribed rules.

2.2 Change for Regular Students (Class IX/XI & Part-I)

  • Normally, subjects or groups selected at the start of the academic session cannot be changed
  • However, a change may be allowed if:
    • It is genuinely required in the student’s academic interest
    • The Head of Institution formally recommends the case
    • The student can complete the required attendance in the new subject(s) or group

Such permission is granted only for a specific examination.

2.3 Restriction After Final Examination

Once a candidate has appeared in:

  • SSC-II / HSSC-II / Part-II / Diploma Final Examination,
    no further change of subject or group is permitted.

2.4 Change of Category (Regular ↔ Private)

  • Change from regular to private after passing SSC-I/HSSC-I is allowed up to the last date of admission form submission
  • Change from private to regular is permitted up to 30th November, subject to:
    • Acceptance by the Head of an affiliated institution
    • Admission based on SSC-I/HSSC-I result
    • Compliance with subject and group eligibility rules

At HSSC level, candidates opting for subjects with practical components must have studied the Science group at SSC level.

2.5 Time Limits for Subject Change

  • Regular candidates: Applications for subject change are accepted up to 30th November
  • Private candidates: Subject change is allowed up to the last date of admission submission, with prior approval of the Controller of Examinations

2.6 Finality of Choice

Once permission for change of subject or group is granted, the decision is considered final and irreversible.

2.7 Special or Exceptional Cases

Cases not covered under standard rules may be referred by the Head of Institution to the Chairman of the Board, whose decision will be final and binding.

3. Options Available to Failure Candidates

A candidate who fails in SSC-II / HSSC-II / Diploma Final Examination may choose one of the following options (within allowed chances):

  • Reappear as an Ex-candidate in the same subjects and group
  • Change optional subjects or group in the current course
  • Take fresh admission in SSC-I/HSSC-I as a regular student
  • Appear as a fresh private candidate in SSC/HSSC Part-I or both parts, with same or changed group

3.1 Change Before Part-I Examination

Before appearing in SSC/HSSC/Diploma Part-I, a student may change elective subjects within the same group with the permission of the Principal, provided required attendance can be completed.

3.2 Restriction After Part-I Appearance

After appearing in Part-I, no subject change is allowed except in exceptional cases, which are decided solely by the Chairman of the Board.
