The passing criteria for Matric (SSC) and Intermediate (HSSC) examinations play a crucial role in determining a student’s academic progression. At present, Punjab Boards and most other provincial boards follow a 33% minimum passing rule, while the Federal Board (FBISE) has already increased the passing marks to 40%. Education authorities have also indicated that other boards are likely to adopt the 40% standard in the near future.

1. Current Passing Criteria in Punjab and Other Provincial Boards

For now, Punjab Boards (including Lahore, Gujranwala, Multan, Faisalabad, Rawalpindi, etc.) and many other boards across Pakistan follow the same core principles.

Minimum Passing Marks

  • A candidate must obtain at least 33% marks in each subject to be declared pass.
  • Passing is not based on total marks alone; subject-wise conditions must also be fulfilled.

2. Subject-Wise Passing Conditions (Theory & Practical)

For subjects that include theory papers and practical exams, passing depends on three separate conditions:

(i) Theory Papers Requirement

  • A student must obtain at least 33% marks in theory papers combined (Paper-I and Paper-II).

(ii) Overall Aggregate Requirement

  • The total marks of the subject, including:
    • Theory Paper-I
    • Theory Paper-II
    • Practical (if applicable)
      must be at least 33%.

(iii) Reappear Rule

  • If a candidate fails to meet any one of the above conditions, they must reappear only in the deficient component, not the entire subject.

3. Understanding the Rule Through an Example (Physics)

Let us take Physics as an example:

  • Total Marks: 200
    • Theory (Paper-I + Paper-II): 170 marks (85 + 85)
    • Practical: 30 marks

Passing Scenario

  • 33% of 200 = 66 marks (overall)
  • 33% of 170 = 56 marks (theory only)

If a student:

  • Scores 66 or more out of 200 overall, and
  • Scores 56 or more out of 170 in theory,

➡️ The student is declared PASS, even if theory and practical marks are unevenly distributed.

4. When Does a Student Need to Reappear?

A student must reappear if any one of the following occurs:

1. Low Theory Marks

  • If combined theory marks (Paper-I + II) are below 33%, the student must:
    • Reappear only in the paper (I or II) in which marks are below the required threshold.

2. Low Practical Marks

  • If practical marks are below 33%, the student must:
    • Reappear in practical only.

3. Low Aggregate Despite Passing a Component

  • Even if theory or practical marks are individually sufficient, a student will still reappear if:
    • The overall aggregate of the subject is below 33%.

5. Reappear Is Component-Based, Not Subject-Based

One of the most important features of the Punjab Boards system is that:

  • Students do not repeat the entire subject unnecessarily.
  • Reappearance is limited to:
    • Paper-I
    • Paper-II
    • Practical
    • Or a combination of these, depending on the deficiency.

This approach reduces academic pressure and gives students a fair chance to improve weak areas only.

6. Multiple Reappear Scenarios (Case-Based System)

Boards categorize students into different cases, such as:

  • Reappear in Paper-I only
  • Reappear in Paper-II only
  • Reappear in Practical only
  • Reappear in Paper-I + Practical
  • Reappear in Paper-II + Practical
  • Reappear in Paper-I and Paper-II
  • Reappear in Theory + Practical

Each case is determined strictly according to where the student scored below 33%, ensuring transparency and consistency.

7. Federal Board (FBISE) – A Shift Toward 40% Passing Marks

Unlike provincial boards, the Federal Board has already implemented a stricter policy:

  • Minimum passing marks: 40%
  • Students scoring below 40% are declared Ungraded
  • Such students must reappear in the failed paper(s)

This policy is effective:

  • From 2026 for SSC-I / HSSC-I
  • From 2027 for SSC-II / HSSC-II

8. Will Punjab and Other Boards Adopt 40% Passing Marks?

Education authorities have clearly indicated that:

  • The 33% passing system is likely to be phased out
  • A uniform 40% passing standard, similar to FBISE, may soon be implemented nationwide

Purpose of This Change

  • Improve academic quality
  • Reduce weak conceptual promotion
  • Align Pakistan’s education system with international assessment standards
  • Ensure students meet minimum competency levels

9. What Students Should Do Now

  • Do not rely on marginal passing (33%)
  • Strengthen conceptual understanding, especially in:
