1. Appointment of Amanuensis / Writer for Disabled or Blind Candidates
Education boards allow the facility of an amanuensis (writer) to candidates who are unable to write their answers themselves due to disability.
Who Is Eligible?
An amanuensis may be permitted in the following cases:
- A blind candidate
- A candidate who is permanently or temporarily disabled and unable to write with their own hand
Application Procedure
- The candidate or guardian must apply on the prescribed form
- The application is submitted to the Controller of Examinations
- Upon approval, the Superintendent of the Examination Centre is informed to make arrangements
Medical Certificate Requirement
A valid medical certificate must be provided, issued by:
- Civil Surgeon
- Specialist of a Government Hospital
- Head of a Government-established organization for persons with disabilities
The certificate must clearly state that:
- The candidate is disabled (temporary or permanent)
- The candidate is not fit to write independently
Eligibility of the Amanuensis
- For SSC (Part I / II) candidates:
- The writer must be a regular student of Class 8
- For HSSC (Part I / II) candidates:
- The writer must be matriculate
A certificate from the Head of Institution is required to confirm that the writer is a bonafide student.
Examination Centre Arrangements
- A separate room is provided for the disabled/blind candidate
- A special invigilator is appointed
- The special invigilator is paid by the Board
Fee & Remuneration
- No additional fee is charged from the candidate
- The Board does not pay remuneration to the amanuensis
- However, the writer receives an incentive per paper, equal to an invigilator’s remuneration
Extra Time Facility
- Disabled, blind, and writer-assisted candidates are allowed 45 minutes extra time per paper
2. Change of Examination Centre – Rules & Conditions
General Rule
- Change of examination centre is not allowed under normal circumstances
Permissible Cases
A change of centre may be allowed if:
- Father or guardian is transferred, retired, or shifted
- Transfer may be:
- Within Pakistan
- Abroad or from abroad to Pakistan
Required Documents
The application must include:
- Attested copy of transfer or retirement order
- For shifting within Pakistan:
- Affidavit
- For shifting abroad or vice versa:
- Attested copy of passport
- Valid visa or confirmed air ticket
Authority for Approval
- Change of centre can only be approved by:
- Chairman of the Board
- Or an authorized officer
Fee Rules
- Prescribed fee must be submitted with the application
- The fee is non-refundable, even if the request is rejected
Important Restrictions
- No centre change is allowed:
- Within the same city or twin cities
- Applications are normally accepted:
- Up to 30 days before the examination
- In exceptional cases:
- Chairman may allow centre change even after the deadline
Board’s Special Powers
- The Chairman may order a change of centre:
- Before or during the examination
- Without providing reasons to the candidate
3. Inspection of Examination Centres
Inspection Authority
All examination centres (within Pakistan and abroad) are subject to inspection by:
- Chairman
- Secretary
- Controller of Examinations (Conduct)
- Any officer authorized by the Board
Centre Inspectors
- Inspectors are appointed to ensure:
- Exams are conducted strictly according to rules
- Inspectors may be selected from:
- Board members and officers
- Education officers
- Head teachers
- University professors
- Serving or retired education inspectors
Inspection Reporting
- Inspectors must submit their report:
- On prescribed form
- On the same day
- To the Controller of Examinations (Conduct)
4. Role of Resident Inspector (Examination Centre Head)
The Principal of the institution acts as Resident Inspector with the following responsibilities:
- Reach the centre before opening of question papers
- Verify seals of question paper packets
- Sign sealed packets before opening
- Avoid visiting the centre after paper starts (except as permitted)
- Assist the Superintendent in fair conduct
- Maintain law and order
- Seek help from local administration if required
- Make emergency arrangements if staff is absent (for one day)
- Inform the Board immediately
- Appoint a security guard for the centre
- Submit a session-wise inspection report after exams
